A devastating crash on Interstate 95 has reignited scrutiny over commercial driver licensing practices after five people were killed in a horrific chain-reaction collision involving a motorcoach driver who reportedly did not speak English.

Among the victims were two young siblings whose lives ended in one of the most heartbreaking highway tragedies of the year.
The fatal wreck occurred before dawn Friday on I-95 in Stafford County, Virginia, where traffic had slowed and stopped due to an active construction zone. Authorities say a motorcoach operated by E&P Travel plowed into backed-up vehicles without stopping, unleashing a violent series of impacts that left multiple vehicles destroyed and dozens injured.
When the chaos ended, five people were dead and 44 others had been transported to local hospitals. Several victims remained in critical condition.
The most heartbreaking losses came from a Massachusetts family traveling through Virginia. A 13-year-old girl and her 7-year-old brother were trapped when their vehicle erupted into flames following the collision. Their parents, a 44-year-old mother and 45-year-old father, were also killed.
