Raul Castro Hit With Historic Federal Case

A major international legal development is sending shockwaves through U.S.-Cuba relations after former Cuban leader Raul Castro was reportedly indicted in connection with the 1996 downing of two aircraft linked to a humanitarian exile group.

The indictment centers on one of the most controversial Cold War–era incidents tied to Cuba’s modern history, involving the destruction of planes operated by Brothers to the Rescue, a Cuban exile organization that conducted search-and-rescue missions in the Florida Straits.

According to reporting cited by USA Today, the 94-year-old former Cuban leader—who officially succeeded his brother in 2008 and stepped down in 2021—has been accused of ordering Cuban air force pilots to shoot down the two planes. Three of the individuals killed in the incident were U.S. citizens, escalating the case into a longstanding point of tension between Washington and Havana.
