A newly surfaced intelligence summary is sending shockwaves through Washington, as Tulsi Gabbard has ordered a formal review into allegations that U.S. aid to Ukraine may have been diverted into political channels benefiting Democrats and then-President Joe Biden.
According to officials familiar with the matter, the controversy centers on a declassified report containing raw intelligence intercepts from late 2022. The material, which reportedly sat without significant follow-up during the Biden administration, is now under renewed scrutiny after Gabbard directed a deeper investigation into the claims.
Sources say Gabbard has tasked the U.S. Agency for International Development with examining contracts, payment flows, and internal communications connected to the allegations. If evidence supports the claims, officials indicate the case could be referred to the Federal Bureau of Investigation for potential criminal investigation.
At the center of the controversy is a striking accusation outlined in the intelligence summary. The document suggests that foreign aid mechanisms may have been used as a cover for funneling taxpayer money into political operations.
“The Ukrainian Government and unspecified U.S. Government personnel, through USAID in Kyiv, reportedly developed a plan that would provide hundreds of millions of U.S. taxpayer dollars to fund an infrastructure project for Ukraine that would be used as a cover to send approximately 90% of funds allocated to the DNC to fund Joe Biden’s reelection campaign,” the summary stated.
