In a stunning move that has outraged election integrity advocates, an Obama-appointed federal judge has blocked key parts of President Trump’s executive order requiring proof of citizenship to vote in U.S. federal elections.

The decision, handed down by U.S. District Judge Denise J. Casper, places a major roadblock in the path of Trump’s push to tighten up voter registration protocols. The executive order, known as Executive Order No. 14248, was crafted to close massive gaps in the current system—gaps that have allowed individuals to cast ballots in federal elections with nothing more than a signature stating they are citizens.
But with a single ruling, Judge Casper has effectively stripped away five of the order’s most impactful provisions—siding instead with Democrat state attorneys general from 14 blue states who claim the reforms are “likely unlawful and unconstitutional.”
