In the wake of the 2020 election, revelations about the handling of military and overseas ballots have stirred significant controversy, especially in battleground states like Georgia. One startling statistic stands out: Joe Biden reportedly received 100% of the military and overseas ballots counted in Fulton County, Georgia. That’s right—all 900 ballots from military personnel and overseas voters went to Biden.

The story of these ballots, particularly those known as UOCAVA votes—ballots cast by military personnel and U.S. citizens living abroad—has sparked renewed scrutiny. In December 2020, during a Georgia Senate committee hearing, former New York Mayor Rudy Giuliani and attorney Jacki Pick revealed that an overwhelming 93% of military ballots in Georgia were counted for Joe Biden. It was a shocking revelation, given that military voters typically lean conservative. Yet, this trend wasn’t isolated to Georgia. Similar outcomes were observed in other key battleground states.

Initially, the public believed these ballots came only from military voters, but later, it became clear that UOCAVA includes both military and non-military U.S. citizens living abroad. Despite the global pandemic in 2020, which prompted a significant return of U.S. citizens from overseas, the number of non-military UOCAVA voters more than doubled compared to 2016. In 2020, 573,000 non-military voters cast ballots compared to just 228,000 in 2016, while military overseas voters comprised only 37% of the total UOCAVA vote.
