Reports have surfaced that for the second year in a row, FEMA has put long-term recovery projects on hold due to a significant shortfall in its Disaster Relief Fund (DRF). Critics also argue that the Biden-Harris administration has infused FEMA’s operations with a radical “equity” agenda that undermines disaster relief efforts. FEMA’s strategic plan, which includes a commitment to “Instill Equity as a Foundation of Emergency Management,” has drawn significant backlash. The plan outlines goals such as prioritizing housing eligibility for vulnerable populations, including non-English speakers, and pushing for “equitable outcomes” in disaster recovery.
The administration’s approach, which includes tracking “distributive justice” outcomes, has been interpreted by many as a form of discrimination. FEMA’s guide, released in November 2023, advocates for “Achieving Equitable Recovery,” emphasizing factors such as race, sex, and sexual orientation in determining disaster relief priorities.
