$15 Billion: Trump’s Biggest Steel Plant Ever

The project also represents something larger than a single factory. Mesabi Metallics plans to connect an iron ore operation in Minnesota with the Iowa steel complex, creating an integrated supply chain stretching from the extraction of raw materials to finished steel production.

The company’s $2.5 billion Minnesota mine is expected to supply the Iowa facility with approximately 7.5 million tons of iron ore annually. The mining operation is also expected to create hundreds of jobs in Minnesota.

For Iowa, the employment numbers are substantial.

Mesabi Metallics expects the development to support as many as 6,000 construction jobs during the building phase. Once the complex is operating, the company expects approximately 1,750 permanent positions in Iowa.

Iowa officials have portrayed the investment as a major economic development opportunity for the region. Gov. Kim Reynolds attended the White House announcement and said the project would strengthen manufacturing, create jobs and expand access to domestically produced steel.

Sen. Joni Ernst also appeared alongside Trump for the announcement.

“I am grateful to President Trump for securing this historic deal that will create thousands of jobs for Iowans,” Ernst said. “As chair of the Senate Small Business Committee, I’ve long advocated to make ‘Made in America’ the norm and not the exception. I am excited to see this project move forward and will continue working with the Trump administration to strengthen U.S. manufacturing.”

Trump has repeatedly argued that his steel tariffs are encouraging companies to invest in American production rather than rely as heavily on foreign imports.

“Soon after my inauguration, I imposed powerful 50% tariffs on all foreign steel, and now our steel industry is roaring back to life,” Trump said. “Everyone’s building their plant here because they don’t want to pay tariffs. It’s really not that complicated. A lot of people say they don’t understand it, but they do. They just don’t like to give us credit.”

The administration has framed the Mesabi project in terms of both economic development and national security. A larger domestic steel supply could provide additional capacity for industries that depend on steel, including defense manufacturing and other strategic sectors.

White House spokesperson Taylor Rogers similarly described the project as part of Trump’s broader effort to rebuild the domestic steel industry.

“Today’s announcement underscores the President’s historic efforts to revitalize the U.S. steel industry — supporting local communities, strengthening supply chains, and protecting our national security,” Rogers said.

Mesabi Metallics is based in Minnesota but is owned by India’s Essar Group. The company has pursued a mine-and-steel-production strategy for years, including an earlier development effort that ultimately went through bankruptcy proceedings.

The new project therefore represents a major revival of that broader vision, this time with the steelmaking operation planned for Iowa and the iron ore supply coming from Minnesota. The company says the eastern Iowa location also offers transportation advantages, including access to the Mississippi River.

The financial scale is equally significant. The White House has projected that the development could contribute approximately $95 billion to the U.S. economy over its first decade while generating thousands of construction, mining and manufacturing jobs.

Commerce Secretary Howard Lutnick was among the administration officials present for the announcement, along with National Energy Dominance Council Executive Director Jarrod Agen and Export-Import Bank Chairman John Jovanovic. Iowa’s Republican leadership also joined the event.

The project comes as the Trump administration seeks to expand domestic industrial capacity and reduce vulnerabilities in critical supply chains. Steel remains a fundamental input for construction, manufacturing, transportation, energy infrastructure and military equipment.

The first steel is not expected until 2030, meaning the full economic impact will take years to materialize. But the announcement immediately puts Iowa at the center of one of the largest proposed manufacturing investments in recent U.S. history.

For the Trump administration, the project offers a highly visible example of its stated strategy: encourage investment on American soil, expand domestic industrial capacity and build supply chains around U.S.-based production.

For Iowa, the payoff could be measured in thousands of construction jobs, more than 1,700 permanent positions and a major new industrial operation in the southeastern part of the state.

And for the American steel industry, the planned facility represents a dramatic expansion of production capacity at a time when Washington is placing renewed emphasis on domestic manufacturing and strategic industrial independence.
