Prosecutors say the plot involved multiple stages and escalating levels of violence. According to investigators, five alleged co-conspirators have already been taken into custody this month, while authorities believe as many as 23 individuals may be connected to the broader planning network.

The alleged plan, as outlined in court filings and Justice Department summaries, included the use of explosive-laden drones intended to trigger panic and force evacuations. Prosecutors further allege that once crowds fled, snipers were expected to open fire, maximizing casualties in what officials describe as a mass-casualty attack scenario.

Alvarez is accused of overseeing the entire operation through an encrypted group chat, where he allegedly used the name “Shepherd.” In one exchange, when asked about building armed drones, he reportedly responded, “As many and as deadly as we can get,” and claimed to already possess a functioning drone.

Federal officials say the group also discussed a second phase of the alleged operation, which involved storming the gates of the White House in an attempt to incite broader unrest. Prosecutors claim participants framed their motivations around a mix of political grievances, including allegations of government corruption, the handling of the Jeffrey Epstein files, environmental concerns over data center water usage, and claims of foreign influence in U.S. politics.

Court documents indicate Alvarez was identified as a foreign national after he agreed to consular notification following his arrest, though his exact country of origin and full immigration history were not detailed in those filings. The U.S. Immigration and Customs Enforcement agency later placed a detainer on him after he was taken into custody by the FBI.

The White House and the Federal Bureau of Investigation declined to provide additional comment on the status of other individuals linked to the group chat, with the White House referring inquiries to a Justice Department press release.

DHS Acting Assistant Secretary Lauren Bis sharply criticized Alvarez in a statement, saying, “This illegal alien from Mexico should never have been allowed in our country.” She added, “He was the ringleader of a failed terror attack targeting UFC Freedom 250 at the White House.” She further stated, “He will face justice and swiftly be removed from our country.”

Officials also emphasized that the investigation is ongoing and that additional arrests remain possible as authorities continue to identify individuals connected to the alleged planning network.

Vice President JD Vance addressed the incident on Tuesday, downplaying the sophistication of the alleged plot while crediting law enforcement for its rapid response. He said the plan “was not that advanced,” noting that it was disrupted before it could progress further and that the suspects “weren’t in town” at the time of the event.

Separately, a Justice Department spokesperson praised the coordinated effort between federal agencies, stating, “The FBI, our law enforcement partners and our U.S. Attorneys did what they do every day to make America Safe through quick response and vigilance in investigating, disrupting and dismantling this alleged plan before it could be carried out,” and added, “We will take immediate and aggressive action to identify and prosecute those who incite and plan acts of violence.”

If convicted on conspiracy to commit murder charges, each defendant could face life in prison along with substantial fines. Additional charges tied to plotting violence on White House grounds carry further penalties, including potential additional prison time.

Authorities maintain that the investigation remains active, with officials continuing to piece together communications, digital evidence, and the broader scope of the alleged network behind what they describe as a narrowly averted attack on one of the most heavily secured locations in the United States.
