The White House is pushing back hard against a media narrative portraying a growing number of people arrested by Immigration and Customs Enforcement as immigrants with no criminal histories.

At the center of the dispute is a deceptively simple question: What exactly does “noncriminal” mean?

According to the administration, some of the individuals falling under that label have been accused of extraordinarily serious crimes outside the United States — including murder, extortion and offenses against children.
