According to reports, USAID headquarters was abruptly closed to personnel on Monday. An internal email informed employees that the shutdown was initiated by “Agency leadership” and directed them to communicate further with Gavin Kliger, a key figure in the Office of Personnel Management and a top adviser within DOGE.
