According to the directive, agencies must undergo “large-scale reductions in force (RIFs),” aiming to deliver “better service for the American people” while dramatically downsizing the government. The initiative aligns with Trump’s 2024 campaign promise to drain the swamp and overhaul what he has long criticized as a corrupt and wasteful federal workforce.

In the memorandum to agency leaders, Budget Director Russell Vought and Acting OPM Director Charles Ezell didn’t mince words, writing, “At the same time, it is not producing results for the American public. Instead, tax dollars are being siphoned off to fund unproductive and unnecessary programs that benefit radical interest groups while hurting hardworking American citizens.”

The administration is implementing deep workforce reductions through attrition, terminations, and outright position eliminations. Agencies will be forced to comply with a strict hiring freeze, ensuring that for every four employees who leave, only one new worker can be brought on board.

A major focus of the plan is shutting down redundant federal offices, particularly those outside Washington, D.C., in an effort to cut operational costs and reduce bureaucratic sprawl. To further streamline government functions, Trump’s team is pushing to renegotiate union contracts, eliminating inefficiencies and boosting accountability among federal workers.

Another major component of the initiative includes relocating government offices from D.C. to lower-cost areas, cutting overhead and decentralizing operations. Each agency will be required to conduct a full review of its personnel, determining which positions are essential and which can be eliminated as part of the administration’s sweeping workforce reduction strategy.

The plan will unfold in phases, with the second stage—due by April 14—bringing even deeper cuts, further agency eliminations, and possible relocations. Trump’s goal is clear: reshape the federal government into a leaner, more efficient machine that prioritizes service to American citizens over bureaucratic bloat.

Despite anticipated resistance from career bureaucrats and political opposition, the Trump administration is moving forward with one of the most aggressive shake-ups Washington has seen in decades. The president’s message to federal agencies is simple: the era of unchecked government growth is over.
