A horrifying attack unfolded at Old Dominion University last week when an ISIS supporter entered an ROTC classroom and murdered Lt. Col. Brandon Shah, a husband and father, in front of his students. The tragedy left the campus reeling and questions swirling about the system that failed to prevent this deadly assault.

The attacker wasn’t a mysterious foreign operative sneaking across the southern border under President Biden. Instead, he was a naturalized American citizen with a criminal record for terrorism-related activity — someone the justice system had already labeled dangerous but allowed to roam free.

How a Convicted Terrorist Walked Free Before Murdering an American Officer

Mohamed Bailor Jalloh had been convicted in 2017 for attempting to provide material support to ISIS. Federal prosecutors initially recommended a 20-year sentence. The judge, however, handed him just 11 years, citing the challenges Jalloh had faced in his upbringing.

Authorities described Jalloh’s case as one that “kept them up at night.” He idolized Nidal Hasan, the Fort Hood shooter who killed 13 American soldiers in 2009, raising red flags about his extremist mindset.

After serving roughly half of his sentence, Jalloh was released in December 2024. He was monitored by a probation officer only twice a year, with the last check-in occurring in November 2025. Three months later, he entered Lt. Col. Shah’s ROTC classroom, confirmed he had the correct room, shouted “Allahu Akbar,” and opened fire. Students heroically subdued and killed him, but Shah tragically did not survive.
