The UN’s Decade-Long Dream
The IMO has been pushing for over a decade to impose carbon pricing on global shipping. Every attempt failed — until now. In April 2025, the organization took an unprecedented step: it held an official vote rather than relying on consensus. The measure passed 63-16, with 24 abstentions. The United States walked out before the vote even took place.
This week, the UN body is reconvening to finalize the policy. If adopted, it would apply to ocean vessels over 5,000 gross tonnes — ships responsible for around 85 percent of global maritime emissions.
The IMO’s “climate targets” aim for net-zero by 2050, with sharp reductions due as soon as 2030. Ships that miss these goals would have to buy “remedial units” costing between $100 and $380 per tonne of carbon dioxide.
Trump Officials Call It What It Is
Top Trump cabinet officials — Secretary of State Marco Rubio, Commerce Secretary Howard Lutnick, Energy Secretary Chris Wright, and Transportation Secretary Sean Duffy — blasted the plan in a joint statement.
“Whatever its stated goals, the proposed framework is effectively a global carbon tax on Americans levied by an unaccountable UN organization,” they wrote.
They also pointed out what climate activists don’t want discussed:
“These fuel standards would conveniently benefit China by requiring the use of expensive fuels unavailable at global scale,” the statement added.
The plan would sideline U.S.-led technologies like liquified natural gas and biofuels, while hiking costs for American shippers — and ultimately, for every consumer.
Economic Retaliation on the Table
The Trump team isn’t just rejecting the plan — they’re preparing payback.
The State Department outlined potential countermeasures: blocking ships from pro-tax nations at U.S. ports, imposing extra port fees, and even sanctioning officials involved in the policy.
“The United States will be moving to levy these remedies against nations that sponsor this European-led neocolonial export of global climate regulations,” the department warned.
That’s not just diplomacy — that’s economic warfare.
The Real Agenda: Global Taxation Power
Under the UN proposal, the new “Net Zero Fund” could raise up to $40 billion by 2030. Officials claim it would help developing countries “go green.” But the reality is far more sinister.
This would mark the first time in history a UN body directly imposes a tax on industries across the world — a massive power grab that sets a dangerous precedent. If they succeed, other UN agencies will almost certainly target airlines, trucking, and manufacturing next.
Oil-producing nations like Saudi Arabia, Russia, and the UAE have joined the U.S. in opposing the measure. Even some Pacific Island states — supposedly the “beneficiaries” of the fund — refused to back it, calling the policy ineffective and unfair.
Trump’s Tariff Arsenal Locked and Loaded
President Trump’s warning couldn’t come at a worse time for countries siding with the UN. With new tariffs already hitting imports from major trading partners, Trump has shown he’s not bluffing.
“Our fellow IMO members should be on notice that we will look for their support against this action and not hesitate to retaliate or explore remedies for our citizens should this endeavor fail,” his cabinet declared.
The vote is expected today — and if it passes, the regulations would kick in by 2027. But Trump isn’t waiting. His administration is mobilizing economic power to stop what they see as a “global tax without representation.”
For once, America is standing up to unelected bureaucrats who think they can reach into American wallets through the backdoor of “climate policy.”
The UN may have thought they could slip this one through unnoticed — but they just learned the hard way: Donald Trump is watching, and he’s not letting them get away with it.
