During his remarks, Trump linked the autopen scandal to the national security failures he says Biden allowed to happen — particularly at the southern border.
“They empty their prisons into the United States. They empty their mental institutions into the United States,” Trump said of Venezuela.
“And because we had a president who’s low IQ, he didn’t realize what was going on.”
Trump described the people surrounding Biden as radical ideologues who were highly intelligent but dangerously unhinged.
“The people that are high IQ that surround him, but they happen to be lunatics, radical left, they’re highly intelligent, radical left lunatics,” he said.
“So, in a way, that’s worse than having a guy like Biden.”
He then made a jaw-dropping claim — the only document Biden is confirmed to have personally signed was his son’s pardon.
“He barely signed anything. I mean, this guy, I don’t know how he can be president,” Trump said.
“But the only thing we can find for sure is that he signed Hunter’s Biden.”
Trump called the Hunter Biden pardon “a good combination,” underscoring how the only time Biden lifted a pen was to protect his own family.
The scale of Biden’s autopen use is unprecedented.
According to data from the Heritage Foundation’s Oversight Project, Biden used the autopen for 73.68% of his executive orders in 2024. By 2025, that number hit 100% — meaning every single executive order was stamped with a mechanical signature.
That stands in stark contrast to previous presidents. Jefferson’s polygraph was only used to duplicate letters. Truman relied on autopens for routine correspondence. Even Obama — the first to use it on legislation — did so sparingly in 2011 while overseas.
Biden, on the other hand, appears to have made the device the default way of running the executive branch.
The White House has since acknowledged that more than 27,000 documents are under review by the National Archives to determine just how deep the autopen operation went. Congressional investigators have subpoenaed several top Biden aides — Neera Tanden, Anthony Bernal, Ashley Williams, and Annie Tomasini — believed to be at the center of the scheme.
Biden’s personal physician, Dr. Kevin O’Connor, refused to answer questions about the president’s mental fitness, invoking the Fifth Amendment during his deposition. That move set off alarm bells among lawmakers.
Internal communications obtained by Axios reportedly reveal senior officials inside the Biden administration questioned whether Biden even reviewed what he was signing.
The paper trail doesn’t stop there. Emails show Biden’s Chief of Staff Jeff Zients authorized autopen use for family pardons, including those for Biden’s own siblings.
The decision was allegedly discussed in a meeting attended by First Lady Jill Biden’s chief of staff, Anthony Bernal. Justice Department officials objected to the move but were reportedly overruled.
On his final day in office, Biden granted 2,490 commutations using the autopen and even issued preemptive pardons for figures like Dr. Anthony Fauci and General Mark Milley. Trump declared those pardons “void” in March, arguing they carry no legal weight without Biden’s actual signature.
The mainstream press has been mostly silent on the legal implications of this scandal. But the issue is very real.
A 2005 DOJ opinion allowed autopen signatures — but only if the president personally authorized them. If Biden’s aides were the ones calling the shots, those executive orders, pardons, and policies may be constitutionally invalid.
This could open the door for Trump’s team to reverse entire swaths of Biden’s presidency.
Trump has made no secret of his view that Biden was mentally unfit to serve. Special Counsel Robert Hur already described Biden as “a sympathetic, well-meaning, elderly man with a poor memory.” CNN’s Jake Tapper and Axios’ Alex Thompson documented in their book how Biden’s cognitive decline was worse in private — and his team worked overtime to hide it.
“We’ll put up a picture of the autopen,” Trump told The Daily Caller, referring to plans to replace Biden’s presidential portrait with an image of the machine itself.
What’s unfolding is more than a scandal — it’s a direct challenge to the legitimacy of Biden’s presidency.
If unelected aides were exercising presidential power, it undermines the very foundation of the Constitution. It means decisions that shaped the nation’s security, economy, and justice system may have been made by people the American public never voted for.
Trump’s investigation aims to reveal the full scope of the deception. Once the internal communications are made public, Americans may finally get a definitive answer to the question many have quietly asked for years:
Who was actually running the United States?
And when that answer surfaces, it could shake Washington to its core.
