President Donald Trump is already making moves to undo what he calls the Biden administration’s last-minute efforts to tie his hands. On Friday, Trump signed a memo blocking the controversial collective bargaining agreements (CBAs) rushed through by former President Joe Biden just before leaving office.
The memo directs federal agencies to reject these last-ditch agreements, which the White House says were designed to “constrain” Trump’s ability to reform government operations. According to Fox News, the policy will prevent outgoing presidents from enacting last-minute deals that could hinder the incoming administration’s agenda.

Reversing Biden’s Remote Work Policy
One of the most significant aspects of this move is the rollback of Biden-era work-from-home agreements for federal employees. In December 2024, just weeks before Trump’s return to the White House, Biden’s Social Security Administration Commissioner, Martin O’Malley, struck a deal with the American Federation of Government Employees (AFGE), allowing 42,000 agency employees to continue working remotely.
