James Rose, a biological male who identifies as female, claimed in a December 2024 TikTok post that he successfully bypassed Florida’s strict regulations by leveraging a loophole during the license replacement process. The post, captioned “BIG WIN FOR THE DOLLS, BIG LOSS FOR RHONDA,” openly mocked Florida Governor Ron DeSantis.

In the video, Rose explained how the loophole worked. By replacing a lost license rather than renewing it, Rose presented a passport listing his gender as female—per federal rules allowing self-identification—and claimed the DMV was forced to align the license with the passport.
