A recent opinion piece in The Washington Post by Ian Ayres and Jacob Slaughter suggests the debate is not simply about winning over voters, but about shaping who is able to participate in elections in the first place. According to their analysis, the SAVE America Act could influence tight races not by changing minds, but by affecting voter access and turnout in critical states.
The legislation has already cleared a major hurdle in Congress. On February 11, 2026, the House narrowly approved the SAVE America Act by a vote of 218-213. The bill introduces new requirements that would compel individuals to provide documented proof of U.S. citizenship when registering to vote, along with mandatory photo identification for participation in federal elections.
