Steinman, who served from 2017 to 2021 as Deputy Assistant to the President and Senior Director for Cyber, offered a clear description of the NSC’s role: “If the President is the owner of the football team, the NSC is the Quarterback.” According to Steinman, the NSC ensures that the President’s directives are implemented across government agencies—a vital function that, he warns, requires unwavering loyalty to the President’s agenda.

Biden Holdovers in the Crosshairs

Steinman expressed grave concerns over reports that a “significant number” of Biden-era NSC staffers may be retained in a future Trump administration. He highlighted the dangers of keeping personnel who are not aligned with Trump’s vision, citing the example of Eric Ciaramella. Ciaramella, an Obama holdover, played a key role in initiating Trump’s first impeachment by filing a whistleblower complaint about Trump’s call with Ukrainian President Volodymyr Zelensky. Steinman argued that this underscores the risks of retaining staff with conflicting political loyalties.
