Non-U.S. Citizens Can Now Become California Police Officers

The requirements for becoming a police officer in California have been updated by recently presented legislation. This statute expands the options available to anyone who want to work in this respected profession, upholding justice and serving their community.

With the passage of a new legislation enabling non-American citizens to join local forces and assist in community protection, the state will open its police force to foreign talent in 2023.

All people having legal working status in the state may now seek jobs as police officers, regardless of their citizenship, which is a significant victory for civil rights and justice.

Authorities have developed a new legislation in response to rising criminal activity across California, which is anticipated to increase employment and offer more resources for the battle against crime.

CBS 8 contacted the new law’s author, a State Senator, for clarification. We also learned more about the issues raised by the San Diego Police Officers Association and how those issues were resolved.

“The San Diego Police Department has lost over 500 officers since July of 2020. That’s drastic. We need everyone we can to be able to be a police officer. However, we are not in favor of reducing the requirements and lowering the standards,” Sgt. Jared Wilson, who is the president of the San Diego Police Officers Association, made the statement.

Wilson raised concern about the potential impacts of California’s altered police eligibility criteria, which might have significant repercussions on the state’s law enforcement.

By January 1st 2023, applicants had to be citizens of the United States or have status as lawful permanent residents in order to be eligible for the position.

California has opened the door to employment chances in law enforcement for persons of any nationality by removing its prior prohibitions. There’s now a viable pathway available to those legally authorized to work in the state who can demonstrate their eligibility via green card or visa – they are able join one of our greatest protective forces: becoming police officers.

“When you look at California’s rules, almost every other profession, lawyers, doctors… even firefighters… are able to be part of that profession as long as they have full legal authorization, full federal legal work authorization. It was only our sworn officers we restricted that way,” said Skinner.

“Ironically in the military, you could be an officer in the military, and you could not be a peace officer in California. So that’s why we felt it was totally right to fix the rule.”

As per SB 960:

Comprehensive training for peace officers must be provided by the California Department of Justice. Applicants must be at least 18 years old, exhibit strong moral character supported by a thorough background check, and either possess US citizenship or permanent residence with the intention of applying for citizenship if qualified in order to keep the highest standards.

This measure mandates that they comply with all applicable laws and regulations at the federal level in order to guarantee uniform standards. Additionally, it would ask that peace officers possess legal authority rather than the necessity of US citizenship or permanent residence and make the appropriate modifications accordingly.

In accordance with existing law, candidates seeking certification as a peace officer must either earn a high school diploma from an approved college or pass an equivalency exam. The state and federal governments have authorized a number of organizations as legitimate sources, including AdvancED, to satisfy certain accreditation criteria. However, this new measure wants to add Cognia, another reputable organization, to that list.
