Brandon Council’s crimes are among the most chilling on Biden’s commutation list. In 2017, during a robbery at CresCom Bank in Conway, South Carolina, Council brutally murdered bank employees Donna Major and Katie Skeen. Surveillance footage captured the horrifying moments: Council entered the bank, briefly spoke to Major, then suddenly pulled out a gun and shot her multiple times. Without hesitation, he turned the weapon on Skeen, taking her life as well.
