Supreme Court Justice Brett Kavanaugh rejected an emergency attempt Thursday to force Michigan officials to place a proposed proof-of-citizenship voting amendment on the November ballot, dealing a major setback to supporters of the election-integrity measure.

Americans for Citizen Voting—Michigan, along with voter Fred Smith, had asked the Supreme Court for emergency intervention after the proposed constitutional amendment failed to receive certification at the state level.
