Chinese Cybercrime Network Targeted
One of the week’s biggest developments came from FBI Cleveland, where investigators disrupted a Chinese phishing operation authorities say was tied to the theft of millions of payment card numbers and approximately $1.9 billion in worldwide losses.
The operation represents one of the largest cybercrime investigations announced during Operation Riptide and underscores the growing financial impact foreign-based criminal organizations continue to have on American consumers and businesses.
Elsewhere, FBI Charlotte announced that two individuals were sentenced for participating in a business email compromise scheme that stole approximately $25 million from U.S. companies.
Federal investigators also arrested an Orange County man accused of orchestrating a bank fraud operation allegedly involving nearly $100 million.
Meanwhile, FBI Boston struck at another critical piece of the cybercrime ecosystem by dismantling a VPN service authorities say was routinely used by ransomware groups to conceal their operations from law enforcement.
Rather than focusing solely on arresting offenders after crimes occur, the bureau says these efforts are intended to eliminate the infrastructure cybercriminal organizations depend upon.
Cybercrime Continues to Grow
According to FBI statistics, Americans submitted more than one million cybercrime complaints last year, reporting losses exceeding $20 billion—a sharp increase from the previous year.
Those numbers illustrate how dramatically cybercrime has expanded and why federal investigators are devoting additional resources to disrupting organized online criminal enterprises before they can victimize additional Americans.
Patel launched Operation Riptide in June with participation from all 56 FBI field offices along with international law enforcement partners.
Rather than concentrating exclusively on arrests, the initiative seeks to target financial networks, technological infrastructure, communication platforms, and support systems that enable cybercriminal organizations to operate across international borders.
Patel described the mission this way:
“This is exactly what Operation Riptide is about: targeting the cybercriminal ecosystem at every level. And we’re just getting started.”
The FBI says the operation represents a long-term strategy rather than a single enforcement action.
Protecting America’s Children
Beyond financial crimes, Operation Riptide also focused heavily on protecting children from online predators.
Authorities announced that one member of the violent extremist online network known as 764 received a 30-year federal prison sentence.
According to federal investigators, the group allegedly uses online platforms to identify vulnerable minors before manipulating them into acts of self-harm, sexual exploitation, and other abusive behavior while recording the abuse to maintain control over victims.
The dangers associated with the group became tragically clear after authorities linked members of the network to the online exploitation of a 13-year-old Seattle-area boy who ultimately livestreamed his own death.
Throughout the week, FBI field offices in Tampa, Boston, Kansas City, and Baltimore announced additional convictions, charges, and sentencing involving individuals accused of exploiting children online.
Patel praised the work of the agents involved, emphasizing the importance of protecting vulnerable victims.

The bureau says Operation Riptide will continue in the months ahead as investigators pursue cybercriminals responsible for financial fraud, ransomware attacks, online exploitation, and other digital threats affecting Americans across the country.
With cybercrime losses reaching record levels, federal officials say dismantling criminal networks—not simply prosecuting individual offenders after the fact—will remain a central priority of the FBI’s ongoing enforcement strategy.
