The Eastern District of Michigan’s US District Judge Thomas Ludington dismissed a lawsuit brought by the New Civil Liberties Alliance (NCLA) on behalf of the Cato Institute and the Mackinac Center for Public Policy on August 14. The organizations said that by not putting the new president’s plan for forgiveness via the administrative procedure, which would have given individuals a chance to voice their concerns prior to the change taking effect, the president had overstepped his authority. The groups complained that the forgiveness plan would harm their efforts to attract new members.
