In a case that’s sending shockwaves through judicial and immigration circles, a Milwaukee judge is facing serious federal charges after reportedly intervening in an Immigration and Customs Enforcement (ICE) operation targeting a man in the country illegally.
Federal prosecutors have indicted Milwaukee County Judge Hannah Dugan on two felony counts — obstruction of justice and concealing a person from arrest — after she allegedly stepped in to block ICE agents from apprehending a Mexican national wanted for immigration violations.
The accused individual, Eduardo Flores-Ruiz, 30, was scheduled to appear before Judge Dugan on April 18 for a domestic violence-related pre-trial hearing. But it wasn’t just a courtroom appearance that day — ICE agents were also in the building, ready to take him into custody.
According to a federal complaint, once Judge Dugan learned that immigration officers were present and planning to arrest Flores-Ruiz, she confronted them directly in the courthouse hallway. Footage obtained through a Freedom of Information Act (FOIA) request and aired by WDJT-TV, a local CBS affiliate, appears to show Dugan approaching plainclothes ICE agents alongside another judge.
