Illinois residents Ken and Jodie Zitko have organized a group of concerned citizens who have been studying the state voter database in their state. They discovered severe anomalies that were described in a formal complaint that was sent to the Illinois State Board of Elections’ Director, Bernadette Matthews, on December 21st.
Following nearly two thousand hours of analysis, these are some of their conclusions.

- Before the 22-month federal retention period ended, over 300,000 votes from the 2020 election were either missing or removed from the Illinois voter data.
- Illinois’ population fell by 150,000 during a four-year period, but the state’s voter registration rose by 650,000.
- Votes were cast by more than 2.5 million people before their registration dates.
- More than 230,000 registrations have dates of registration that appear illogical or illegal.
- Out of 8.9 million registrations, there are more than 4 million apparent registration violations.
Introducing an extraordinary couple of election sleuths. Ken has worked with Fortune 500 companies for 28 years as an architect, DBA, and MSSQL data analyst. Conversely, Jodie has been deeply involved in “People Data” and analytics since the mid-1990s, with a focus on large enterprise settings. Her knowledge of Integrated Workplace Management Systems is unmatched as a “Subject Matter Expert”.
While working for a U.S. Senate candidate, the couple gained access to the Illinois State Board of Elections voter roll. In addition, they looked into Illinois’s voting history on their own initiative because they were curious. Despite never having taken part in a midterm election themselves, they were shocked to find records of votes cast in three midterm elections. Ken did cast a ballot in the 2008 presidential election, but the records contained no indication of his vote.
During the period from April to June 2022, our team personally engaged with more than 1,300 Illinois residents throughout the state. We carefully examined their 20-year voting history with their consent. We think it noteworthy that our results showed a significant 57% occurrence of irregularities. Among these anomalies are:
- votes cast in the absence of a voter
- votes absent from the ballots they cast
- Voters who did not reside at the address where they registered to vote
- registrations with inconsistent dates of registration
Unexpectedly, 11% of voters surveyed reported that fraudulent votes were cast in their names for elections in which they did not participate.
Jodie described how voters reacted when they discovered glaring inaccuracies in their individual voting records. “It was a fairly emotionally draining experience. As reality set in, a number of people visibly trembled, a few shed a tear or two. I recall one particular individual young man in his early 30’s. When we asked if he wanted his history report he insisted he didn’t need to see it because knew his history. After watching several others receive their reports with shocking results he finally asked to see his. In his case he had a missing vote from 2020, he was so enraged he turned beet red, stood there for about 30 minutes, repeatedly shaking his head in disbelief. I think he said an explicative or two.”
They learned about the New York Citizens Audit, a team of committed citizens looking into voter rolls, in July 2022. They established a partnership by getting in touch with Marly Hornik, the CEO, and her data team. They teamed up with the New York group by the late spring of 2023 and put in an additional 2,500 hours gathering information about Illinois. Since then, Hornik has worked with more than 25 states to maintain election integrity through the creation of a national organization called United Sovereign Americans.

I cast my first ballot during the election of President Trump. I have never before taken part in a primary or a midterm election. It was during President Trump’s campaign that I first developed an interest in politics. But as it happens, everything about this experience was a lie, and I’m really sad about that.
Furthermore, there is proof that 27,491 votes were counted in Illinois’ general election database for 2022 that were not cast, according to a report published by United Sovereign Americans. Furthermore, a troubling 38% error rate in voter registration totals and a 14% error rate in vote totals are revealed by the report. These error rates are significantly higher than the 0.0008% legal threshold for allowable errors.
“The measured error rate of the electoral process in Illinois, from registration through certification, makes it impossible to legally certify any election in Illinois,” the report states.
