California’s enormous welfare system is facing renewed scrutiny after a new report detailed how billions of taxpayer dollars are being directed toward programs that benefit illegal immigrants.
A report published by City Journal and authored by Christopher Rufo, Kenneth Schrupp, and Austen Hufford paints a picture of what the authors describe as a parallel benefits structure operating alongside California’s traditional welfare programs.
The report refers to the system as a “shadow welfare system,” arguing that California has developed ways to provide assistance to illegal immigrants even where federal restrictions would otherwise prevent states from using federal funds for that purpose.
According to the report, the benefits potentially available through various programs extend far beyond emergency assistance.
