Despite the unusual scene unfolding around him, the former California congressman appears composed and cooperative.
Agents eventually escort Swalwell away from the public portion of the terminal. He is shown carrying a backpack and pulling a suitcase as the group moves through the airport.
The footage then captures Swalwell traveling up an escalator with the agents before entering a restricted hallway and disappearing into a private room.
According to reporting on the encounter, federal authorities served Swalwell with a search warrant at approximately 8:25 p.m.
Investigators reportedly seized a white Apple iPhone, charging equipment and an Apple MacBook Pro.
Swalwell was provided with paperwork documenting the search and the items taken by authorities.
Importantly, the footage does not show Swalwell being placed under arrest.
He was reportedly permitted to leave after agents completed the search and confiscated the devices.
The Aug. 15 encounter appears to be part of a broader investigation involving the former Democratic lawmaker, who resigned from Congress earlier this year after allegations of sexual misconduct rocked his political career.
Federal agents reportedly executed additional warrants the following day at Swalwell’s Washington, D.C., residence and collected other potential evidence.
The Daily Wire reported that sources familiar with the airport operation confirmed the FBI seized Swalwell’s phone and laptop without incident.
Questions now center on exactly what federal investigators are seeking and whether information contained on those electronic devices could become important to the investigation.
Reports indicate the airport warrant referenced a federal civil-rights statute that can be used in cases involving alleged abuse of government authority.
That detail has fueled speculation that investigators could be examining whether Swalwell improperly used his position as a member of Congress in connection with alleged misconduct.
No criminal charges have been announced based on the airport search, and the existence of a search warrant does not establish guilt.
Swalwell has repeatedly denied allegations that he sexually assaulted women.
The former congressman’s political career unraveled rapidly in April after multiple women came forward with allegations of sexual misconduct.
One former staffer accused Swalwell of sexually assaulting her while she was too intoxicated to consent. Other women subsequently came forward with additional allegations, including claims involving sexual assault and unsolicited explicit communications.
Reuters reported in April that another woman accused Swalwell of drugging and raping her in 2018, an allegation that authorities were investigating. Swalwell denied the accusations against him.
The allegations have not resulted in a criminal conviction.
But the political consequences were swift.
Swalwell abandoned his campaign for California governor as Democrats and former supporters began distancing themselves from him.
“I am suspending my campaign for Governor. To my family, staff, friends, and supporters, I am deeply sorry for mistakes in judgment I’ve made in my past,” Swalwell wrote at the time.
He added:
“I will fight the serious, false allegations that have been made – but that’s my fight, not a campaign’s.”
Swalwell then announced that he would leave Congress as pressure mounted from members of both parties.
The House Ethics Committee had opened an investigation, while lawmakers were publicly discussing the possibility of expelling him if he refused to resign.
Swalwell ultimately resigned his House seat in April after seven terms representing California.
His departure marked an extraordinary collapse for a Democrat who had become a nationally recognized figure during the Trump era and had once launched a campaign for president.
Swalwell previously served as a prosecutor and local elected official before entering Congress in 2013.
He built a national profile as one of President Donald Trump’s most outspoken Democratic critics and became a frequent presence on cable television during congressional investigations involving Trump.
Months after his resignation, however, the investigation surrounding Swalwell is clearly not disappearing.
The newly released San Francisco airport footage puts the former congressman’s legal predicament on public display.
There are no handcuffs and no apparent arrest.
Instead, the video shows something potentially more consequential for the investigation: federal agents quietly surrounding a former member of Congress, escorting him away from the terminal and leaving with his phone and laptop.
