San Francisco, a city known for its forward-thinking attitude, is making headlines once again with its latest breakthrough project. The city has stated its intention to provide “guaranteed incomes” to the transgender population, which is expected to have a huge impact.
Judicial Watch obtained 1,719 pages of City of San Francisco documents. According to these documents, the city disproportionately allocates tax revenue to black/Latino transgender individuals (biologically male) through a program that provides financial aid to transgender people.
Introducing the “Guaranteed Income for Trans People” program, which will break down barriers for all people, regardless of immigration status. This ground-breaking project aims to help low-income transgender people in San Francisco by providing them with a $1,200 monthly stipend for up to 18 months.
“Our Guaranteed Income Programs allow us to help our residents when they need it most as part of our City’s economic recovery and our commitment to creating a more just city for all,” Mayor London Breed of San Francisco remarked.
“We know that our trans communities experience much higher rates of poverty and discrimination, so this program will target support to lift individuals in this community up. We will keep building on programs like this to provide those in the greatest need with the financial resources and services to help them thrive.”
The Executive Director of the San Francisco Office of Transgender Initiatives, Pau Crego, stated, “Even with our rich history of trans advocacy, we see that trans San Franciscans experience poverty at exponentially higher rates compared to the general population. While in other parts of the country and the world trans people are targeted by institutions and legislators, in San Francisco, we move towards progress and justice by investing in our most vulnerable residents.”

Judicial Watch obtained records from the San Francisco Office of the Treasurer and Tax Collector on November 18, 2022, using the California Public Records Act (CPRA). These data contained information and correspondence about the application and approval procedures for transgender, non-binary, gender non-conforming, and intersex people seeking Guaranteed Income for Transgender People (GIFT) benefits.
A main focus of the documents was on the ramifications of incorporating transgender, non-binary, gender non-conforming, and intersex individuals in GIFT benefit eligibility. Judicial Watch responded with another request on January 10, 2023.

The inquiry sought information and communications about the distribution of cash to GIFT benefit participants, the criteria for GIFT benefit eligibility, and records relating to GIFT program-related financial literacy courses and workshops.
Priority access to the GIFT program for marginalized communities, including BIPOC transgender and nonbinary people, sex trade survivors, disabled people, elders, people living with HIV/AIDS, undocumented people, monolingual Spanish speakers, formerly incarcerated people, and people experiencing homelessness or unstable housing.
