The accusation is that he was the mastermind behind dozens of concealed donations meant to benefit his family’s business by using straw donors—a violation of transparency essential to fair political practices.
“The true source of at least 93 contributions to multiple local campaign committees was Andy Duong,” revealed the FPPC report. This operation allegedly spanned from 2016 to 2018, involving undisclosed contributions that were supposed to remain hidden from the public eye.
The FPPC’s findings suggest that the scheme primarily targeted campaign committees in areas where local laws limit contributions. Interestingly, the city of Oakland itself prohibits campaign donations from contractors like California Waste Solutions, adding another layer of illegality to the donations if they were indeed meant to sway city council decisions.
The implications of this scheme are widespread, affecting several Oakland city council members. For instance, Sheng Thao herself, prior to becoming mayor, reportedly received $9,900 funneled through multiple individuals in her 2018 city council campaign.

Rebecca Kaplan, Desley Brooks, and Abel Guillen are also named, with amounts ranging from $3,500 to $18,700, purportedly laundered through multiple people.
