Wray painted a dire picture of the Chinese cyber threat, outlining its reach and the dangers it poses to national security.
Wray disclosed that Beijing’s cyber activities go far beyond data theft. The Chinese government, he stated, has embedded malware into critical U.S. infrastructure, targeting water treatment plants, transportation systems, energy grids, gas pipelines, and telecommunications.

“China’s cyber program is by far and away the world’s largest,” Wray acknowledged during the interview. He added, “They have stolen more of Americans’ personal and corporate data than that of every nation combined. But even beyond the cyber theft, there’s another part of the Chinese cyber threat that I think has not gotten the attention it desperately deserves: their pre-positioning on American civilian critical infrastructure. They are lying in wait on those networks, ready to inflict real-world harm at a time and place of their choosing.”
