The effort, led by Glenn Ivey, was swiftly cut off when Chris Smith, presiding over the chamber, adjourned proceedings before recognizing Ivey to speak.
The resolution itself was backed by Democratic leadership and designed to halt further escalation in the Iran conflict unless Congress explicitly signs off. Supporters argued it was a necessary step to restore constitutional balance and prevent unilateral decisions on military engagement.
