A recent report from Just the News reveals two additional secret FBI counterintelligence operations: Round River and Plasmic Echo. These investigations, shrouded in secrecy, stretched from the early days of Trump’s candidacy all the way through his second inauguration in January 2025.

For nine consecutive years, the FBI maintained an active counterintelligence operation targeting the former president. Patel personally reviewed all four operations and discovered evidence of a massive surveillance dragnet. Hundreds of innocent Americans faced wiretaps, FISA surveillance, phone record seizures, and grand jury subpoenas.

And these weren’t foreign spies—they were U.S. citizens. Members of Congress and their staff, campaign advisers, defense attorneys, journalists, filmmakers, and even Patel himself were caught in the crossfire.

A Government Accountability Office (GAO) audit revealed that from 2018 to 2024, at least 1,200 Americans in constitutionally protected roles—lawyers, politicians, journalists, and religious leaders—were flagged for FBI assessment under Director Chris Wray.

The Mar-a-Lago Raid: FBI Said No, DOJ Went Ahead

Plasmic Echo was the FBI’s internal name for the classified documents investigation that culminated in the August 2022 raid on Trump’s home. Documents Patel has submitted to Congress show FBI agents told the Biden DOJ that probable cause was lacking.

Internal messages noted the evidence was “single source” and “has not been corroborated,” and one supervisor even asked if the case should be dropped without new information. In Patel’s words, the DOJ “didn’t give a damn” and ordered the raid anyway. Merrick Garland personally approved the operation.

Adding to the controversy, Wiles’ attorney—whom the FBI claimed had consented to a wiretapped call—told Axios he never agreed to it and was “as shocked as she was.” Patel has since removed at least ten FBI employees linked to the operation across Miami, Atlanta, and New York offices.

Round River: Targeting Critics of Biden and Hunter

Perhaps the most dangerous operation is Round River, still mostly classified. Initially aimed at Rudy Giuliani for investigating Biden family corruption in Ukraine, it quickly expanded. Whistleblower reports suggest Americans were targeted simply for repeating claims about the Biden family that the FBI labeled “Russian disinformation.”

Journalists covering Hunter Biden’s laptop story, lawmakers raising questions about Burisma, attorneys representing Ukraine-related clients, even filmmakers—anyone repeating those claims risked being logged as national security threats.

Sen. Chuck Grassley has been pressing the issue since 2022, noting, “The volume and consistency of these allegations substantiate their credibility.”

Criminal Indictments May Be Coming

Assistant Attorney General Harmeet Dhillon told Just the News that federal officials could face criminal charges under the civil rights conspiracy law, the same statute used against KKK members who violated citizens’ rights. Prosecutors in Miami are reportedly building a broad case covering operations from 2016, 2020, and 2024. Patel suggests the first indictment decisions could be announced within weeks.

The files were deliberately hidden, stored in “prohibited access” folders and classified SCIFs, accessible only to a few senior officials. Whoever thought these secrets would stay buried didn’t count on Kash Patel.
