Another case highlighted by ICE involved Hector Grijalba-Sernas, an illegal alien from Mexico who was arrested for lewd or lascivious acts involving a child under the age of 14. ICE lodged a detainer in September 2024, but it was ignored by local authorities. Grijalba-Sernas was released and remained at large until ICE agents arrested him in May 2025. He is currently being held in federal custody under an active immigration detainer.
ICE also cited Xujin An, an illegal alien from China arrested in Westminster, California, on charges of sexual penetration by force and sexual battery. Despite the severity of the allegations, local authorities declined to honor a detainer in November 2024. ICE later arrested An in April 2025, and he remains in custody awaiting court proceedings.
Federal officials further identified Angel Navarro Camarillo, an illegal alien from Mexico and an alleged member of the La Familia street gang. Camarillo was arrested for a sex offender registration violation but was released after local authorities rejected ICE’s detainer request. ICE eventually apprehended him in July 2025 and removed him from the country.
Another repeat offender, Vicente Centeno-Lugo, has a criminal record spanning nearly 30 years. The illegal alien from Mexico has convictions for willful cruelty to a child, multiple drug offenses, and evading law enforcement. ICE stated that Santa Clara County Jail declined to honor multiple detainers over the years, repeatedly releasing Centeno-Lugo back into California communities.
The agency also named Raphael Arturovich Gevorgyan, an illegal alien from Armenia and alleged member of the Armenian Power gang. Gevorgyan was convicted of voluntary manslaughter and other violent crimes. After California officials refused to honor a detainer in November 2025, ICE arrested him the very next day. He remains in federal custody pending removal proceedings.
Additional cases include Victor Hernandez-Jiron, an illegal alien from El Salvador arrested for attempted murder and several domestic violence-related offenses. ICE said he was released after a detainer was rejected and was later apprehended by federal agents in November 2025.
ICE also identified Monica Gonzalez-Riedel, an illegal alien from Mexico arrested for willful cruelty to a child and assault with a deadly weapon. Local authorities declined a detainer request in March 2025, releasing her back into the community.
Another individual, Sara Hassanzadeh, an illegal alien from Iran, was arrested for aggravated assault with a deadly weapon and battery against a former spouse. ICE confirmed she was released after local authorities refused to honor a detainer.
The agency further noted Elvin Joel Centeno Verde, an illegal alien from Honduras convicted of obstructing police and repeatedly arrested for drug trafficking-related offenses. ICE later apprehended Centeno Verde and removed him from the United States.
In response to these cases, ICE Acting Director Todd Lyons has formally urged California Attorney General Rob Bonta to comply with federal detainer requests for more than 33,000 illegal aliens currently held in state or local custody across California.
“Governor Newsom and his fellow California sanctuary politicians are releasing murderers, pedophiles, and drug traffickers back into our neighborhoods and putting American lives at risk,” the Department of Homeland Security’s Tricia McLaughlin said.
