Mayor Zohran Mamdani is under growing fire from frustrated New Yorkers who say the city’s response to winter emergencies has been slow, ineffective, and dangerously detached from everyday life. As snow lingers on sidewalks and trash piles grow higher by the day, tens of thousands of residents are still living without heat or hot water during some of the coldest temperatures of the season.
For many, this is not just an inconvenience. It is a health and safety crisis.
January 2026 shattered records for emergency complaints related to heat and hot water. According to city data cited by the New York Post, residents made roughly 80,000 calls to the city’s 311 system reporting no heat or hot water. That figure marks the highest monthly total ever recorded, and it came as temperatures dropped as low as 4 degrees.
Tenants across both public and private housing say they have endured days at a time without reliable heat, icy showers, and unexplained overnight shutoffs. The deep freeze exposed what critics describe as a city government more focused on political messaging than the unglamorous work of running a complex metropolis.
