Ukraine once had a massive nuclear arsenal, left over from the Soviet Union’s collapse. But in 1994, the country agreed to hand those weapons over to Russia as part of the Budapest Memorandum. In return, Ukraine received assurances from Russia, the U.S., and the U.K. that its sovereignty would be respected.

Fast forward to today, and that agreement is all but worthless. Russia has invaded Ukraine multiple times, breaking those guarantees. Now, Zelenskyy is questioning why Ukraine shouldn’t reclaim its nuclear arms, especially if NATO membership remains out of reach.

Despite Zelenskyy’s push, Kellogg insists that Ukraine getting nuclear weapons is a dead issue.

“But Kellogg, the man tasked by President Donald Trump to help bring an end to the three-year war, said rearming Ukraine with nuclear weapons is a non-starter,” the report stated.

Kellogg urged a common-sense approach. “Remember, the president said we’re a government of common sense,” he said. “When somebody says something like that, look at the outcome or the potential. That’s using your common sense.”

Zelenskyy has also signaled he’s open to direct negotiations with Russian President Vladimir Putin if it means ending the war. However, Putin has yet to agree to such a meeting.

Meanwhile, former President Donald Trump recently stated that preliminary talks between both nations have already begun. Kellogg, who has been involved in diplomatic discussions, acknowledged that a peace deal will likely require concessions from both sides.

What those compromises might look like remains unclear, especially regarding Ukraine’s NATO aspirations. The Biden administration has largely kept details under wraps.

“That’s one of the reasons I’m going next week to Europe, to actually see them face-to-face,” Kellogg said. “I can bring that back to the president and say, ‘OK, Mr. President, this is their concern. This is what the issues are.’”

Kellogg emphasized that a peace plan must take all perspectives into account. “As you develop the plans to end this carnage, you have to make sure that you’ve got the feel of everybody in play,” he said. “Once we get to have these face-to-face discussions, then you can really kind of work … on concessions.”

Beyond Ukraine’s fate, the pressure is mounting on NATO allies to do more. Kellogg has indicated that the U.S. expects European nations to step up their defense spending and share more of the burden when it comes to Ukraine.

With the war dragging on, Ukraine’s future—whether with NATO, nuclear arms, or some other security arrangement—remains uncertain. But one thing is clear: Zelenskyy isn’t backing down, and the West will have to make some tough decisions sooner rather than later.
