His warning was unmistakable:
“Those who don’t need to, do not go out into the streets. Leave the streets to ‘Viv Ansanm’ and the police so that we can confront them,” he declared, according to HaitiLibre.
That single statement sent shockwaves through every foreign mission in the city. Within hours, the U.N. instructed its personnel to hunker down, halting all travel across Haiti’s West region.
