He intends to reallocate funds to assist the influx of undocumented migrants who have sought sanctuary in the city since Joe Biden assumed office. Johnston clarified that these could be the first in a long line of service cuts by the city.

Johnston blamed Republicans exclusively for the crisis, blaming Joe Biden in particular.
Notably, under President Trump’s policies, fewer illegal immigrants entered the US in 2017 than they had in 50 years.
The policies of President Biden in 2023 led to an influx of undocumented immigrants at the border.
Johnston attributed Joe Biden’s disastrous open borders policies to Republicans.
Mayor Mike Johnston: I sincerely appreciate your presence this morning. I’m here to briefly discuss the disastrous effects of the Republican leadership in Congress’s inability to pass a comprehensive immigration reform this week, as well as the effects it will have on local budgets and the services we can offer to newcomers in the community. The second is that, in order to cover those costs that we know will keep coming, we will need to approve a number of difficult decisions regarding budget cuts throughout the city. Today, we would like to discuss two of those.
Although these are the initial steps, they won’t be the hardest or the last, sadly. This is a mutual sacrifice plan.
