On March 3, authorities in Reedley, California, discovered an illegal bio lab inside a reportedly abandoned structure. When municipal code enforcement officers saw a garden hose slipping into the building through a wall breach in December 2022, they made the discovery. In March, a warrant was eventually secured to look into the property, and in April, the Fresno County Department of Public Health issued a directive to inspect the building.
When investigators looked over the lab’s location in July, they discovered a room where COVID-19 and pregnancy tests were conducted. Additionally, they discovered over 35 freezers and refrigeration units with “thousands of bodily fluids, serums, tissues, and other medical items.”

Assistant Director of Fresno County Public Health Humero Prado revealed in a document filed in superior court that a room in the warehouse used for the production of COVID-19 and pregnancy tests was found by investigators. There were also other body samples in other rooms, including blood, tissue, and fluids. It’s noteworthy that tens of thousands of vials with unidentified chemicals were also uncovered.
The facility had more than 900 mice. The Prestige representative present throughout the inquiry was identified in court filings as Wang Zhaolin. Zhaolin told the detectives that “these mice were genetically engineered to catch and carry the COVID-19 virus.” According to court filings, the mice’s living circumstances were “inhumane.”
The CDC’s Division of Select Agents and Toxins performed an examination at 850 I Street between May 2 and May 4. According to court records, the CDC found a number of bacterial and viral agents, including chlamydia, E. Coli, streptococcus pneumonia, hepatitis B and C, herpes 1 and 5, and rubella, at this location. The CDC also discovered samples of malaria.
A thorough investigation involving several government organizations, including the CDC, FBI, DTSC, State Department of Health, and CDPH, was sparked by the phone call. This investigation revealed an illicit lab that has been functioning in the city since October 2022. Over 800 biological materials and chemicals were found at the facility, which shocked FCDPH Director David Luchini and FCDPH Assistant Director Joe Prado.
Universal Meditech, Inc. (UMI) is allegedly being replaced by Prestige BioTech, a purported laboratory operator with headquarters in Nevada. The FDA announced the recall of more than 56,000 Rapid Anti-Gen COVID-19 tests from “Skippack Medical Lab” in December 2022. UMI provided these exams to both Texas and California.
David He, a spokesman for Prestige BioTech, dodges concerns about responsibility and ownership in relation to the ethical disposal of deceased mice and ownership of the biologics in their facility.
According to City Manager Nicole Zieba, Prestige BioTech was able to run 35 freezers and refrigeration units without anybody questioning the electricity draw needed for a facility that “was supposed to be vacant.” However, the electricity to the refrigerators and freezers “was lost” when investigators entered the premises on July 5th, but the biological samples were still frozen.
According to court records, “48 containers (appx. 44 gallons per container) full of biological material and medical waste” were removed on one day, followed by another 31 containers full of biological material and medical waste on the following day, for a total of 75 containers.
