Senate Republicans are moving forward with a plan to fund most operations of the Department of Homeland Security (DHS) while deliberately excluding certain Immigration and Customs Enforcement (ICE) programs. The focus of the exclusion is enforcement and removal of illegal aliens—a concession that aligns with several Democratic priorities. The strategy is aimed at ending a partial government shutdown that has now dragged on for over five weeks.
According to Fox News, the proposal surfaced after a White House meeting and subsequent Republican conference discussions. While funding would continue for ICE investigations targeting cartels, human traffickers, and child predators, the agency’s illegal alien enforcement operations would remain unfunded. This approach mirrors measures Democrats have previously pushed on the Senate floor, which Republicans had historically blocked.
In earlier appropriations negotiations, Republicans had opposed funding DHS while leaving ICE enforcement out, demanding broader protections or reforms in return. The new plan marks a departure from those positions, allowing the partial shutdown to persist without securing corresponding policy concessions or funding guarantees previously sought by Republican lawmakers.
