A foreboding letter threateningly cautioned Senate Republicans that any defection by daring to support a Democratic-driven funding plan that would keep the government open risked serious repercussions. House members made it quite apparent that they were ready to retaliate against anyone who disobeyed by taking harsh measures. “oppose and whip opposition to any legislative priority of those senators,” McConnell among others.
