“After four years of mass illegal immigration facilitated by the Biden administration, it is more important now than ever to ensure only American citizens are voting in American elections. By passing the SAVE Act, House Republicans are once again proving our commitment to defending the will of the American people,” said House GOP Whip Tom Emmer in a statement to Fox News.
Despite the plain language of the bill and the widespread public approval, Democrats continue to deny that noncitizen voting is a real concern. Instead, they have accused Republicans of promoting what they call an “extremist” agenda and fear-mongering ahead of a critical election year.
“Noncitizens attempting to register to vote is exceedingly rare, and if they do, they face severe consequences, including fines up to five years in prison, and deportation,” Rep. Suzanne Bonamici (D-OR) claimed on the House floor.
Her colleague, Rep. Joe Morelle (D-NY), went even further, saying: “Coupled with President Trump’s recent anti-voter election executive order, the SAVE Act would end the voter registration process for all Americans as they know it. Republicans have repeatedly failed to present any evidence that noncitizen voting at a federal level has ever affected the outcome of any election.”
The House cleared a procedural vote on the bill earlier this week, allowing it to move forward for debate and final passage. It was originally proposed during the final months of the Biden presidency but never made it past the Democrat-controlled Senate. Rep. Roy reintroduced the bill in January 2025, anticipating stronger support with Republicans back in control.
“The American people have spoken very clearly that they believe only American citizens should vote in American elections. There’s nothing controversial about that,” Roy declared before the House vote.
“This legislation is designed to restore that faith, to save our elections, to save election integrity. I’m proud to have worked on this bill with my friend, the Chairman, with my colleagues on this side of the aisle, and I would note that five of my Democrat colleagues joined us last summer to vote for this bill. Hardly a partisan exercise to say that we should protect the elections of the American people,” he added.
Support for the SAVE Act gained traction throughout the 2024 campaign season, with the Republican National Committee (RNC) putting election integrity at the center of its strategy. President Donald Trump, a longtime advocate for election reform, has thrown his full support behind the bill.
At a Mar-a-Lago press conference last summer, House Speaker Mike Johnson reaffirmed the GOP’s commitment to passing the legislation, making clear that Republicans intend to restore faith in the election system—something many Americans have lost in recent years.

Currently, states oversee voter registration, and policies vary widely. While 36 states require some form of ID to vote, only a handful demand proof of citizenship. The SAVE Act would federalize these requirements, ensuring a uniform system that closes loopholes exploited under the current patchwork of state laws.
When Virginia, under Republican Gov. Glenn Youngkin, took steps to purge noncitizens from the voter rolls, Biden’s Justice Department stepped in—condemning the move and working to restore thousands of canceled registrations.
But the Supreme Court wasn’t buying it. The conservative-leaning majority backed Virginia’s right to clean up its voter rolls, affirming the removal of 1,600 ineligible individuals in a major victory for election integrity.
As the SAVE Act moves to the Senate, eyes are on Democrats to see whether they will continue defending a system that allows noncitizens to slip through the cracks—or finally listen to the American people who are demanding secure and fair elections.
