Allegations Stretch Into Government Spaces
Perhaps most alarming are claims that Borghi may have conducted illegal activity while actively serving in his official capacity.
Authorities say evidence suggests drug-related communications occurred during a Lehigh County Board of Commissioners meeting. Prosecutors believe they were able to match timestamps from Borghi’s messages to video recordings of the meeting itself.
Lehigh County District Attorney Gavin Holihan highlighted the strength of that connection.
“Commissioners’ meetings are recorded on video. And we were able to look at the video and link that up to the cellphone messages that were recovered, and they seemed to correspond to the same exact time frame on the same exact day,” Holihan said.
In addition, prosecutors allege that similar activity took place during a “Peace and Justice Symposium” event hosted by the Lehigh Valley Justice Institute at Northampton Community College.
Digital Trail Becomes Key Evidence
The case against Borghi appears to hinge heavily on forensic analysis of his electronic communications. Authorities reviewed cellphone data and Apple iCloud records covering November 2023 through August 2025.
That review, according to prosecutors, revealed patterns of communication consistent with arranging and facilitating drug transactions.
Holihan also explained how the investigation evolved after initial findings surfaced.
“The grand jury put him on our radar and then additional investigation, additional evidence was obtained after the jury ended, and that led to today’s charges,” he said.
Ties to Larger Multi-State Operation
Borghi’s legal troubles did not begin with this latest arrest. He was previously implicated in a broader investigation tied to a group known as “Death Before Dirt,” which authorities describe as a large-scale marijuana distribution network operating across several states.
That earlier probe resulted in the arrest of 22 individuals in August 2025. Borghi was among those taken into custody at the time, facing charges related to marijuana possession and intent to distribute.
He was later released on $50,000 bail, and records from that phase of the investigation were sealed while the grand jury process continued.
Unlike other individuals in the case, Borghi was not charged with participating in a corrupt organization during the initial round of arrests.
Denials and Political Claims
Following his first arrest, Borghi publicly denied any wrongdoing and pushed back strongly against the accusations.
“I want to be clear, I have never sold drugs to anyone, vehemently deny any suggestion to the contrary, and insist that I will prove my innocence,” he said.
He further claimed that the charges were “wrong, a violation of my constitutional due process rights, and clearly political.”
Despite the controversy, Borghi managed to win reelection to his commissioner seat in November 2025. However, after his most recent arrest, he was ultimately removed from his position.
As of early April 2026, his name still appears on the Lehigh County Board of Commissioners website, though with limited or missing profile information.
Case Raises Serious Questions
The unfolding case has raised serious concerns about accountability and oversight at the local government level. Allegations that a sitting public official may have engaged in criminal activity while on duty have drawn heightened scrutiny.
With Borghi still in custody and facing a long list of felony charges, the case is expected to continue developing in the coming weeks.
No new public statement has been issued by Borghi following his latest arrest.
