According to Central Oregon Daily News, a divisive plan in Madras City seeks to punish grocery retailers for abandoned shopping carts found close to homeless camps.
While local grocery businesses are aware of the problem, opinions on a remedy are split.

Co-manager of Ericksons Thriftway Kevin Eidemiller told Central Oregon Daily how frustrated he was. “We’ve had close to probably 70 to 100 carts stolen in the last two years. At least once a week to every other week, we go hunting for our own carts.”
Late last year, the City contacted grocery retailers to request that they take steps to keep carts on their property.
The director of Madras Community Development, Nicholas Snead, emphasized the necessity of a resolution: “When we started to see the relationship between shopping carts not being kept on the retailer’s property and then being used in ways that weren’t intended, we thought we needed to start figuring out a way to solve this problem.”
