While this suspension applies to a wide range of federal grants and loans, essential programs such as Social Security and Medicare remain untouched. The administration has made it clear that the focus is solely on discretionary financial assistance programs that may not directly impact the everyday lives of Americans.

Federal agencies are now tasked with identifying and reporting back to the OMB by February 10, providing detailed information on any programs affected by this pause. Agencies must also highlight any legal obligations or deadlines that may require attention during the suspension period.

This action builds on a series of executive orders President Trump issued earlier this month, including directives to protect the nation’s borders, reevaluate foreign aid, and unleash American energy independence. Among these is the push to end what the administration calls “radical and wasteful government DEI programs” and defend biological truth in federal policies.

“These executive orders ensure that Federal funds are used to support hardworking American families,” the memo states.

Effective immediately, federal agencies must pause activities related to grants and loans, including obligations or disbursements, until the OMB completes its review. Programs tied to foreign aid, non-governmental organizations, DEI initiatives, radical gender policies, and green energy are specifically under suspension.

Agencies must also assign senior political appointees to oversee compliance with the administration’s priorities, withdraw any pending announcements that conflict with the president’s agenda, and investigate underperforming recipients of federal aid. The administration has made it clear that any programs found to be out of step with its priorities could face cancellation.

The temporary suspension is designed to provide the administration with the necessary time to review and recalibrate federal financial assistance programs. “This temporary pause will provide the Administration time to review agency programs and determine the best uses of the funding for those programs consistent with the law and the President’s priorities,” the memo emphasizes.
