According to current law, any vacancy in the House of Representatives must be filled through elections, unlike the Senate, where state governors are permitted to appoint replacements. However, following the 9/11 attacks, a law was put in place to expedite elections should more than 100 House seats become vacant. This was intended to keep the government running smoothly by speeding up the process of filling empty seats.
