The interim bill proposed by Speaker Kevin McCarthy (R-Calif.) was rapidly passed by a majority of members from both parties in the House. The bill passed by a vote of 335-91, with only one Democrat and a tiny number of Republicans voting against it.

Speaker McCarthy made a dangerous step that would compromise his position as Speaker by changing his attitude on government funding. Conservative House members are working harder to have him removed.

Republicans in the Senate reject a compromise plan for funding the government and favor the House’s approach. The proposed plan comprises $6.15 billion in funding for Ukraine and $5.99 billion for disaster relief.

McCarthy first threatened to block the Senate’s vote on the House resolution because conservative lawmakers were concerned about financing for Ukraine and the absence of border security safeguards. The GOP members of the House are debating the support for Ukraine in a contentious manner.

By presenting a clean stopgap bill, McCarthy has significantly altered his approach to government spending. He had previously argued in favor of a GOP-drafted stopgap measure that featured border security features. With this tactic, Republicans hoped to increase their leverage while negotiating with Senate Democrats and the White House. In order to avoid a shutdown, McCarthy had downplayed the prospect of working with Democrats, focusing instead on the importance of including border security provisions in any funding package.

GOP measure is derailed by a conservative group, leaving few options to avert a shutdown. The speaker’s substitute bill, which excludes funds for Ukraine, is approved.

The nation is one step closer to avoiding a government shutdown thanks to Saturday’s vote, but it also increases the likelihood that McCarthy will lose his position as Speaker. Since several weeks ago, conservative Republicans have publicly declared that they would vote against McCarthy if he collaborated with Democrats to fund the government.

McCarthy said on Saturday that he would not be discouraged in the face of these threats, saying, “If someone wants to remove me because I want to be the adult in the room, go ahead and try. But I think this country is too important. And I will stand with our military. I’ll stand with our border agents. I’ll stand with those that have to get their medicine from the government as well. I think that’s too important.”
