Jim was in a unique position to act as a mediator during talks between Saudi Arabia and the US because of his personal relationship with Vice President Biden and history as a former senior Treasury official.
In an affidavit, Thomas Sullivan, a former Treasury employee, said that he met with Jim Biden to discuss his role as Saudi Arabia’s negotiator.
The affidavit provides details of the meeting:

After a protracted legal fight, it was discovered that Jim Biden had participated in talks to ensure Saudi Arabia’s $140 million debt settlement to US construction firm Hill. In order to fully investigate the hidden agreement, the legal team hired a detective to question Jim and his wife. Unexpectedly, they were able to elicit shocking information from the President’s brother in Sullivan’s declaration, which was taped during their interview on July 16 at the Pennsylvanian family’s Merion Station home.
It read: “I asked Mr. Biden to describe his position with Hill International,’ the former Treasury official wrote. ‘He said that he had been hired to do ‘business development’ work for them and that Saudi Arabia was a country that Hill had him assigned to assist with.”
“James stated that he was told that the final payment would be made in both cash and ‘a very large amount’ of new future contract work.”
Sullivan wrote, “I didn’t ask for a further explanation since I was looking at two large men in dark suits, in a big black sedan parked on a side street looking directly into their house down the walkway I had just exited. I thought they were some type of security, probably Secret Service.”
