The draft also reportedly contains several provisions affecting maritime operations and U.S. military activity in the region. According to the reports, Washington would refrain from imposing additional sanctions, would not deploy additional troops during the 60-day period, and would ease restrictions affecting Iranian ports.

In return, Iran would reportedly allow commercial vessels to travel through the Strait of Hormuz without imposing tolls throughout the duration of the temporary agreement. The strategically vital waterway serves as one of the world’s most important shipping routes, carrying a significant share of global energy exports.

Financial provisions are also reportedly included in the proposed memorandum. According to the reports, the United States would release an unspecified amount of frozen Iranian assets once the agreement takes effect. The proposal also reportedly envisions the creation of a $300 billion reconstruction fund for Iran, though no official details have been released explaining how such a fund would operate.

The reported framework further suggests that if negotiators ultimately reach a permanent agreement, the United States would remove sanctions on Iran and withdraw its remaining military presence connected to the arrangement. During the temporary negotiating period, sanctions relief would reportedly allow Iran to resume oil exports.

The proposal is also said to encourage future cooperation among Iran, Oman, and other Persian Gulf nations on maritime security issues, potentially laying the groundwork for broader regional discussions after the initial 60-day period concludes.

President Donald Trump has publicly rejected at least one widely circulated claim surrounding the negotiations. In a Truth Social post, he dismissed reports that the United States would provide Iran with hundreds of millions of dollars.

“The story that the U.S. is paying Iran 300 million Dollars is Fake News, put out by the Dumocrats!!!”

Trump also promised that the public would soon have an opportunity to examine the agreement firsthand.

“I will go over the document with the media in a couple of days,” he said.

“I will not only release it, I will probably have a press conference and read it to you word by word so that the press covers it accurately,” Trump said.

Speaking Wednesday during the G-7 summit, Trump emphasized that the arrangement remains incomplete and should not be viewed as a finalized treaty.

“It’s not final — it’s a memorandum of understanding,” he said.

The president also warned that military action remains an option if Iran fails to honor its commitments.

“If I don’t like it, if they don’t behave, we’ll go right back to dropping bombs right smack in the middle of their head, okay? Because they’ve misbehaved for 47 years,” he said.

Despite the uncertainty surrounding the final text, Trump expressed confidence that the negotiations could produce a significant breakthrough focused primarily on preventing Iran from acquiring nuclear weapons.

“A great deal for a lot of reasons, but number one by far — 99.9% of it — is that they will never have a nuclear weapon.”

He continued by describing the memorandum as a strong agreement, even though its contents have not yet been publicly released.

“It’s a very strong deal. Nobody knows what it is, but it’s very strong, and most people seem to be very happy,” he added.

Trump also indicated that shipping through the Strait of Hormuz is already beginning to improve.

“The Strait is going to be opening. It’s already partially opened. It’s going to be opening up soon in full over the next day or two,” Trump said.

Until the administration officially releases the memorandum, many of the reported provisions remain based on media accounts rather than published government documents. Trump has indicated that additional details—and potentially the complete text—will be made public in the coming days.
