A shared database titled “MN ICE Plates” logged at least 26 entries tied to the operation in the hours surrounding the incident. The entries included vehicle descriptions and location updates, with one chillingly labeled “at the nicollet murder.”
Federal officials later confirmed that Pretti had been present at the scene for several minutes before the shooting occurred.
“This Level of Engineered Chaos”
Vice President JD Vance weighed in on the incident Sunday, placing the blame squarely on organized agitators working in tandem with permissive local leadership.
“This level of engineered chaos is unique to Minneapolis. It is the direct consequence of far left agitators, working with local authorities,” Vance wrote on X.
His statement echoed growing concerns inside federal agencies that immigration enforcement has become increasingly dangerous due to activist interference.
Tracking Agents in Real Time
Signal messages reviewed by Fox News Digital show that anti-ICE “rapid responders” were actively monitoring agents outside Glam Doll Donuts. At 9:50 a.m. ET, just minutes before the shooting, one user posted video footage of federal agents at the location.
Three minutes later, another alert called for reinforcements at a nearby parking lot.
ICE Assistant Director Marcos Charles later said the violence surrounding the arrest was “not a coincidence,” citing the highly charged environment created by activists. Customs and Border Protection Commander Greg Bovino confirmed that Pretti had been on scene before the confrontation escalated.
The Fatal Moment
Video footage shows Pretti stepping into traffic while fellow activists blew whistles to warn of ICE presence. Moments later, he was seen struggling with federal agents across the street from the donut shop.
At approximately 10:05 a.m. ET, officers could be heard shouting “gun.” A CBP agent then opened fire, killing Pretti.
Within thirteen minutes, the activist network was fully activated.
A Nationwide Protest Machine Spins Up

Media Silence on Ideology
Despite the overt messaging, much of the media coverage avoided mentioning the ideological affiliations behind the demonstrations. Protesters openly carried signs identifying socialist and communist groups, yet those details were largely absent from mainstream reporting.
Digital analysis shows many of the organizations involved are linked through nonprofit networks funded by Neville Roy Singham, a self-described Marxist-Leninist billionaire living in Shanghai. Several groups operate out of the People’s Forum, which declined to comment.
A Familiar Minneapolis Playbook
The Minneapolis mobilization followed a familiar pattern seen during the unrest after George Floyd’s death in 2020. Activists quickly elevated Pretti, an ICU nurse at a Veterans Administration hospital, into a symbolic figure of resistance.
Throughout the weekend, activists compared federal agents to Nazis and described ICE as an occupying force. Some posts falsely claimed Pretti was shot in the back multiple times.
A Network Still Active
By Sunday night, Signal alerts continued tracking suspected ICE vehicles across Minneapolis. Data was fed into a public database containing thousands of entries labeled “Confirmed ICE” or “Abductors.”
Although organizers claim the information is not meant to interfere with law enforcement, DHS officials say the tracking has directly fueled confrontations.
Federal authorities warn that coordinated interference like this has transformed routine immigration arrests into flashpoints, raising serious concerns about public safety and a growing nationwide effort to obstruct federal law enforcement operations.
