Authorities say the situation escalated when Good suddenly shifted her car into reverse, attempting to flee the scene. She was shot as the vehicle moved backward.
Noem described the situation as an attempted assault on law enforcement: Good “tried to weaponize her vehicle” and “attempted to run a law enforcement officer over.”

The incident has sparked an immediate backlash from local officials. Minneapolis Mayor Jacob Frey, whose city became the backdrop of the shooting, stated that Good was shot in the head and dismissed the ICE account of self-defense as “bulls—.”
Minnesota Governor Tim Walz also criticized the federal narrative, urging residents not to believe what he called the DHS’ “propaganda machine” surrounding the encounter. “The state will ensure there is a full, fair, and expeditious investigation to ensure accountability and justice,” Walz said.
The investigation is being led jointly by the Federal Bureau of Investigation and the Minnesota Bureau of Criminal Apprehension, according to Minneapolis Police Chief Brian O’Hara.
Good’s death has amplified tensions in Washington, D.C., where lawmakers continue to clash over immigration policy and ICE enforcement practices.
Earlier this week, the Department of Homeland Security had announced the deployment of 2,000 officers to the Twin Cities, citing an operation targeting “fraudsters, murderers, rapists, and gang members.”
Progressive politicians were quick to condemn the shooting. Rep. Alexandria Ocasio-Cortez, D-N.Y., claimed that ICE is “accountable to no one” and demanded the agency be “reined in.” “We just saw them murder an American citizen in cold blood,” she said, omitting the fact that Good allegedly struck the officer with her vehicle.
Vice President JD Vance defended the ICE agents, asserting that they enjoy the Trump administration’s full support. “To the radicals assaulting them, doxxing them, and threatening them: congratulations, we’re going to work even harder to enforce the law,” Vance wrote on X.
As the investigation unfolds, questions remain over the circumstances of the deadly encounter. DHS maintains that the officers acted in self-defense, while critics accuse federal law enforcement of excessive force. The case has quickly become a flashpoint in the ongoing national debate over immigration enforcement and the limits of federal authority.
With a U.S. citizen dead and both state and federal authorities involved, the incident is expected to dominate headlines and political discussions for weeks, if not months.
